Meaning
In English
Even if a man possesses a wife as beautiful as Rambha and as virtuous as can be, a person addicted to adultery will not change his ways. Just as a street dog accustomed to scavenging cannot easily give up its habit, a person with deep-seated immoral character cannot be reformed by external goodness.
Modern relevance
This verse serves as a psychological observation on the nature of addiction and character. In the modern world, it reminds us that external perfection (like a perfect spouse or good environment) cannot fix internal flaws or addictions. It warns that deep-rooted habits are difficult to break and that character is intrinsic, not easily altered by circumstances.
