Meaning
In English
There is no random distinction between those who give and those who do not. Only those who are born with the merit of past charity (Punya) possess the capacity and strength to be generous in this life. One must contemplate deeply to realize that current ability is a fruit of past deeds.
Modern relevance
In today's world, we often judge people based on their generosity or wealth without understanding the background. This verse reminds us that a person's ability to help others is often rooted in their innate nature or 'accumulated merit' (privilege/upbringing). It teaches us to recognize that true capacity comes from a deeper source than just momentary will.
