నాయకుడు సమర్థుడు కాకపోతే ఆ ప్రభావం మొత్తం వ్యవస్థపై పడుతుంది. రాజు కోతి వలె చపలచిత్తుడైతే, మంత్రులు పందుల వలె, సైనికులు పక్షుల వలె, సైన్యం పశువుల వలె తయారవుతారు. ఏనుగులు, గుర్రాల వంటి గొప్ప శక్తులు కూడా ఎలుకలు, పిల్లుల వలె నిస్సారమైపోతాయి. నాయకత్వ లోపం వల్ల వ్యవస్థ మొత్తం పతనమవుతుందని భావం.

This verse illustrates how poor leadership degrades an entire system. If the King (leader) is fickle like a monkey, his ministers become greedy like pigs, soldiers become flighty like birds, and the army becomes a mindless herd. Even mighty assets like elephants and horses lose their value, becoming as insignificant as rats and cats. The essence is that the quality of the leader dictates the quality of the administration.
